1. In the Table of Contents, click the Subwatershed layer to select it.
2. On the ribbon, click the Feature Layer contextual Appearance tab.
3. In the Effects group, type “60” to change the transparency of the layer.

   Image Added

Now the basemap should be visible beneath the subwatersheds.
